Considering the fact that console-power over generations tend to be more of an exponential graph rather then anything linear (i'd probably want a logarithmic scale on any graph), i'd say the Vita is closer to the PS3 then the PS2, even if it cant match it. Its less powerfull than last generation smartphones.
The winner was…. The NES. Going up against the Sega Master System and Atari 7800, Nintendo’s 8-bit machine clearly dominated the industry’s inaugural reboot generation following the great Assassin’s Creed 4 ran 8-10fps slower on Wii U than on PS3, thanks to it’s awful CPU. The Wii U overall was not as capable as Xbox 360 or PS3. It had more memory and a better GPU sure, but it’s CPU was just potato like. This is gauging the entire console on only title. It should have similar power drain to a regular Vita. I don't know the Vita's battery specs, but that battery can run the system for 3-8+ hours, depending on the model you have, the games you play, and the brightness/sound/wifi settings you use. I would imagine the PSTV uses significantly less power than the PS3 or PS4.
The PS Vita probably has a better screen and better graphics (perhaps it's an OLED model), but I like the folding mechanism of the 3DS. I could also connect the PS Vita to my PS3 and use remote play. I could connect my 3DS to my Wii U via a Homebrew app. I could play older GTA games with my PS Vita but the 3DS has many Mario games which I enjoy
