The issue is in exchanging the heat into the cool water. The water would be cooler has it has been underground etc and did not heat up to the outside air temperature. The surface area of the water in the tub just wouldnt facilitate this enough. A radiator (pumping the water through it) with a fan blowing through this would work rather well.
